Askr the Lost - BoT access

Askr the Lost in Plane of Storms isn't responding when i hail him to start the BoT flagging. Is this quest not working on PEQ?

Definitely works. Think you have to have justice done first if I remember right but it's been a while. Check preflags and such but yes it for sure works.

 

Hand in a storm giant head. He'll respond after that.

 

Thanks guys - yes i was getting a bit ahead of the progression, need to do the stuff previous to that. I was wanting to get a group into BoT for leveling but they will just have to do things the right way !!
